Shelley Riser
President & Chief Executive Officer
Shelley Riser provides strategic direction to the Pennsylvania Association of Community Health Centers (PACHC) in representing the more than 300 federally qualified health center (FQHC), RHC and like mission provider sites across the Commonwealth and the more than 1 million people who count on them for care.
Shelley is an accomplished tenured healthcare executive with more than thirty years of extensive experience leading organizations and teams ensuring system-wide strategic alignment and operational excellence of people, processes, and systems and fostering workplaces of accountability, diversity, and transparency. She has deep expertise in leadership, population health, value-based care, behavioral health, data, reporting, and operations.
Shelley serves as a Nursing Advisory Board Member for Harrisburg University of Science and Technology and is a Fellow of the Advisory Board (FABC), The Academy Fellowship Program. She is a registered nurse in PA and DE and holds a Bachelor of Science in Nursing from the University of Pittsburgh and a Master of Science in Health Services Administration from the University of St. Francis.
Julie Korick
Chief Financial Officer
Julie joined the PACHC team in December 2015 as the Director of Finance & Business Development and was promoted to CFO in May of 2019. Julie oversees PACHC's financial operations as well as supports our health centers with financial technical assistance as needed. Julie has 16 years of experience in non-profit community health finance and served for four years as the CFO of Lancaster Health Centers prior to joining PACHC. Julie has an MBA with a concentration in Finance from York College of Pennsylvania.
Andrea C Flowers
Chief Operating Officer
Andrea joined PACHC in November 2020 as the Director of Operations and Programs and transitioned to COO in October 2024. Her role at PACHC is to provide guidance and operational assistance to health center staff. She manages various grants and special projects. She also supports organizational compliance, leadership initiatives, and process improvement. Andrea is a graduate of the Pennsylvania State University having majored in Health Policy and Administration. Prior to coming to PACHC, she worked within a local health system managing a non-clinical department and staff. Her additional work experience includes practice management and physician residency programs.
Eric Kiehl
Director of Policy & Partnership
Eric joined PACHC in January of 2020. Eric works with the PACHC team, membership, NACHC, and the state government relations contractor to develop and implement the Association’s advocacy, legislative, regulatory and policy agenda on the state and federal levels. Build and sustain relationships necessary to support community health centers. Eric has more than 20 years of experience in health care advocacy and communications including excellent planning, organizing, legislative analysis and management skills.
Caitlin Wilkinson
Director of Pennsylvania Primary Care Career Center
Caitlin joined PACHC in January 2024 as the Co-Director of the Pennsylvania Primary Care Career Center, helping community health centers, rural health clinics, and other healthcare organizations recruit and retain primary care providers. Caitlin earned her Master's of Business Administration from Mount Aloysius College in 2015 and has over 13 years of experience in education and recruitment in a wide variety of academic settings, including undergraduate and graduate education and graduate medical training.
Tia N. Whitaker
Statewide Director, Outreach & Enrollment
Tia N. Whitaker joined PACHC in Sept 2014 as the Statewide Director for Outreach and Enrollment. Her role is to provide direction to health center-based in-reach, outreach and health insurance enrollment assisters in PACHC’s Network. She has over 25 years of experience in Medicaid Managed Care and Health Insurance Programs. Tia coordinates education, training, and opportunities for networking to address challenges and identify best practices for outreach, enrollment, and eligibility assistance counselors employed by Community Health Centers and like-mission providers in rural and urban underserved areas of the state. Tia works with key local, state and federal partners to optimize the impact of a “community of Community Health Centers” approach to enrollment assistance to offer more people the security of health insurance coverage through the Health Insurance Marketplace, Medicaid, CHIP, and Medicare. She serves on several committees and boards including the Pennsylvania Health Insurance Exchange Authority, PENNIE, and formally served on the Center for Medicare & Medicaid Services Advisory Panel on Outreach and Education. Tia holds a BS in Business Administration and Human Resource Certification from Central Penn College and is a Certified Community Health Worker.
Amanda Tekely
Events & Communication Manager
As the Events and Communication Manager, Amanda manages the association’s events by identifying, assembling and organizing event items; developing event schedules and assignments to delegate activities covering all activities. Her communication responsibilities include event advertising including graphics design; communications and media outreach; overseeing association Facebook, Twitter, YouTube and LinkedIn Accounts; and preparing media statements and interview responses. As PACHC’s communications manager, she ensures the association brand and message are maintained in all communications through the creation of unique print materials including brochures, advocacy campaigns and branding infographics. Amanda manages PACHC’s webpage, PACHC’s association management system, the PACHC coordinated statewide FQHC marketing campaign, and the communications peer networking group. She is a graduate of Pennsylvania State University with a Bachelor’s degree in Marketing.
Andrea Wandling
Manager, Member Relations & Human Resources
Andrea joined PACHC in November of 2019. She both supports PACHC internally through human resources and benefits management and coordination well as coordination and development of member benefits. Andrea manages our annual Trade Show and is the contact person for PACHC's expedited enrollment and licensure services. Prior to joining PACHC, Andrea was a Human Resource Manager and served 110 employees and managers. She is a graduate of Pennsylvania State University with a Bachelor's degree in Hotel, Restaurant & Institutional Management.
Katie Noss
Manager, Clinical & Quality Improvement
Katie joined PACHC in June 2022 as Manager, Clinical & Quality Improvement. Her role at PACHC is to support health center clinical staff by providing technical assistance and aiding collaboration among members. She facilitates the Clinical Quality, CMO, and Clinical Services Committee, and is the Clinical Team Lead. She advocates on behalf of health centers in many workgroups including PA Cancer Coalition, State Health Improvement Plan, PA Diabetes Action Network, PA HIV Planning Group and more. Katie is a graduate of Bloomsburg University with a Bachelor of Science in Nursing. In 2011 she earned her school nurse certificate from Millersville University. Katie is currently an MSN/MBA candidate at Commonwealth University. Over her career as a registered nurse, Katie has practiced at the bedside at Penn State Children's Hospital and in the community as a school nurse. Immediately prior to joining PACHC, Katie worked with the Medical Reserve Corps to provide COVID-19 vaccine outreach and access in rural Pennsylvania.
Amy Lynn Williams
Program Specialist for Behavioral Health and Substance Use Disorder
Amy recently joined PACHC in November of 2018 as the Program Specialist for Behavioral Health and Substance Use Disorder. She is responsible for promoting, supporting and facilitating the integration of behavioral health and substance use disorder (SUD) services in community health centers in Pennsylvania. Amy will also serve as a consultant to health center clinical providers and staff by providing and/or coordinating training and technical assistance related to the full scope of behavioral health and substance use disorder operations. Amy has a clinical background in both mental health and substance use disorder as well as programming experience at a higher education level. She is a graduate of Shippensburg University with a Masters in Counseling and College Student Personnel.

Jennifer Byers
Controller
Jennifer Byers joined the PACHC team in July 2023. She is the Controller who oversees the accounting, grants fiscal management, coordinates annual audit and fiscal policy development. She has 28 years of experience in non-profit accounting in the areas of Health Care, Human Services and Secondary Theological Education. Jennifer has a BS in Accounting with a concentration in Business Administration from Millersville University of Pennsylvania.
Dorian Benjamin
Talent Acquisition Specialist, PA Primary Care Career Center
Dorian joined the PACHC team in September of 2024. As the Talent Acquisition Specialist, Dorian supports the recruitment and retention strategies of community health centers, rural health clinics, and other healthcare organizations throughout the state. She is also tasked with connecting candidates to available positions, coordinating all job postings, and maintaining expertise on the recruitment tools and services utilized by the Pennsylvania Primary Care Career Center.
Prior to joining PACHC, Dorian built a strong foundation in human resources, specializing in case management, policy interpretation, and employee support. Additionally, she spent time working in various educational settings where she developed personalized learning strategies for students with diverse needs. Dorian holds dual Bachelor’s Degrees in Health Systems Management and Communication Studies from The University of North Carolina at Charlotte, and is also a Society for Human Resource Management Certified Professional (SHRM-CP).
Carmen Anderson
Insurance Enrollment & Administrative Support Associate
Carmen joined PACHC in January 2022 as an Insurance Enrollment & Administrative Support Associate. Her role at PACHC is to help with outreach and enrollment and to provide staff members with help for clerical tasks. She will collaborate with management on special initiatives and projects. Prior to coming to PACHC, she was employed by Pennsylvania Higher Education Assistance Agency working in the Public Loan Forgiveness program. Her work focused on providing loan servicing to student borrowers from around the country. She served as a Loan Forgiveness case worker which would help with determining loan forgiveness through the federal program.
Mary Koontz
Operational Excellence Support & Navigator Associate
Mary joined PACHC in February of 2017. In her position as the Accounting & Administrative Assistant, she supports the Chief Financial Officer and is responsible for processing accounts payable, accounts receivable, payroll, general ledger entries and various other accounting tasks. In addition, Mary provides administrative support throughout the PACHC office, including support with the Association Management Software (AMS) and weekly newsletter. Prior to joining PACHC, she served as a Senior Finance Specialist at the National Multiple Sclerosis Society for 14 years. Mary has a Business Management degree from Penn State University.

Alisa Maria Jones
Board Chair | Union Community Care
Alisa Jones is President and CEO of La Comunidad Hispana (LCH) FQHC in Kennett Square, PA. Alisa’s passion for health care began at a young age when she was growing up in San Diego, CA. Her family was among the many in the community who didn't have access to health insurance; she and her family were able to get access to health care through a local Community Health Center FQHC. This experience helped to inspire Alisa to pursue a healthcare profession. Alisa brings her extensive background and experience in health services administration to her role, with a strong focus on public health and community health centers. She was the Director of Maternal and Child Health at the Delaware Health Department prior to joining LCH. Alisa lives in Southern Chester County with her husband, who works in law enforcement, and her 15 year-old son. In her free time, Alisa loves to kayak and travel. She has a goal of getting to all fifty states and has only a handful to go.
Richard Rinehart, MPA

Rich Rinehart served 16 years as Cornerstone Care's Chief of Operations and Development prior to his tenure as CEO. Rich's background includes community organizing and a number of senior positions in the public and non-profit sectors comprising a broad range of health and human services and organizational and community development. He holds a Masters of Public Administration .with a certification in Management of Non-profit Organizations from the University of Pittsburgh Graduate School of Public and International Affairs. Rich resides in Washington, PA with his wife Charlene, a fourth grade school teacher. Rich and Charlene have two sons, the youngest of which is a PSU student whose older brother is a PSU grad working in DC.
Bridgette McGivern

Bridgette McGivern is the CEO of Community Health and Dental Care FQHC in Pottstown, PA, where she works to ensure that the mission of her health center is advanced and maintained. Bridgette holds a Bachelor of Science degree from Penn State University and received her Master of Business Administration degree from Thomas College. After graduating from college, Bridgette launched her professional career, first with United Cerebral Palsy, then with the Cumberland County District Attorney's Office, the Sheriff's Department, Children & Youth, and ultimately with the Commonwealth of Pennsylvania where she served in the Department of Health. In 2003, Bridgette moved to Newport, Maine where she was hired as CFO at her first FQHC. She excelled and exceeded the board's expectations and was promoted to CEO. In 2008, Bridgette relocated to Turner Falls, Massachusetts as CEO of the Community Health Center of Franklin County. Under extremely challenging circumstances, Bridgette and the health center board of directors were successful in saving and sustaining the health center. In September 2010, Bridgette returned to Pennsylvania to begin her tenure as CEO of Community Health & Dental Care.

Barry Niccolai

Barry R. Niccolai, Centerville Clinics, Inc. Barry R. Niccolai has been with Centerville Clinics, Inc. for 8 1/2 years, initially as assistant executive director. Niccolai has served as executive director for the past 5 years. Barry joined the Centerville Team after a 31 year career as an administrator at California University of Pennsylvania in several positions including Associate Vice President of Student Affairs. He was a recipient of the 2007 Suzanne S. Brown Distinguished Service Award from the Pennsylvania State System of Higher Education Council of Senior Student Affairs Officers Barry holds a BS in Finance from Waynesburg University and a MS in Community/Agency Counseling from California University of Pennsylvania. Centerville expanded services to two new sites (Washington City Mission and Donora) as well as purchased and renovated a new facility in Connellsville, PA. During his tenure, the clinics have secured several outside grants totaling $1,500,000 to expand and improve facilities and services. Centerville received a perfect score on its 2020 Operational Site Visit conducted by the US Health Resources and Services Administration. Along with Centerville’s medical director they have established collaborate working relationships with the 5 hospitals in the service area and developed partnerships with several organizations in our region including the American Heart Association, Washington County Drug and Alcohol Commission (partnered to start a Medically Assisted Treatment (MAT) substance abuse program), the Washington City Mission and the PA Medical Society. Niccolai has been active with the Pennsylvania Association of Community Health Centers and has worked with 9 Pittsburgh area FQHC’s to form the Three Rivers Alliance of Community Health Centers, a working group to coordinate and collaborate to improve medical and other services to the most vulnerable in Southwestern PA. Operationally, he established the Pandemic Response Committee in March of 2020. This committee, comprised of organization stakeholders at all levels of the clinics, has met weekly and guided Centerville through the COVID-19 pandemic. Sub-committees that meet weekly include the Infectious Disease Response Committee, Supply Chain Committee and TeleHealth Committee. Centerville was an early adopter of COVID-19 testing and has administered over 18,000 vaccines. Outside of Centerville, Niccolai has served for over 30 years as a member and current president of the California Area School District Board of Education, and serves on the steering committee of the Mon Valley Career and Technical Center. He is also a retired member and past president of the California Volunteer Fire Department and a board member of the Center in the Woods (senior center) in California. In January of 2020 Niccolai was nominated by Governor Wolf and confirmed by the Pa State Senate to serve on the Council of Trustees of California University of Pennsylvania.

Emily Nichols

Emily Nichols’ career has focused on Philadelphia-based federally qualified health centers in a variety of roles centering on patient care, operations, health outcomes, quality improvement, patient-centered medical home recognition, vision and strategy. She holds a BA in Public Health – Social and Behavioral Sciences from Johns Hopkins University and an MPH from Emory University with a concentration in Behavioral Sciences, where she also worked at the Centers for Disease Control and Prevention (CDC) in the Division of Sexually Transmitted Diseases.
Emily started her FQHC career at Quality Community Health Care, Inc. where she directed the HIV program and moved into a program management role during her time here.
In 2010, Emily joined Family Practice & Counseling Network (FPCN) as the Center Director of The Health Annex, FPCN’s health center in Southwest Philadelphia. In February 2013, Emily transitioned to Director of Operations for FPCN, where she continued to work diligently to enhance quality of care and improve systems across the network. In July 2019, Emily assumed the role of Executive Director for FPCN where she strives to uphold the mission and principles of FPCN while working to continuously improve both the FPCN client and staff experience through antiracist and trauma-informed leadership.
Emily lives in the suburbs of Philadelphia with her husband and her two cats. She enjoys rooting on the local college and professional sports teams and growing fun things in her garden.

Manal El Harrak

Manal El Harrak graduated in 2009 from the University of Illinois at Urbana Champaign, with a Bachelor’s degree in Industrial & Enterprise Systems Engineering. In 2016 she obtained a Master’s degree in Business Administration from Shippensburg University. Ms. El Harrak’s interest in the healthcare industry stems from the belief that Industrial Engineering models can be applied to complex processes in health care, creating opportunities for improvement and positive patient outcomes.
This led her to join Sadler Health Center in 2015 as the Director of Quality and Risk Management. She laid a robust quality program that proved successful in delivering positive patient outcomes and reducing health disparities. From 2016 to 2019 she served in the role of Chief Operating Officer and Compliance officer. Ms. El Harrak assumed the role of Chief Executive Officer for Sadler in the fall of 2019. Her vision for Sadler is to improve health outcomes, expand services, and enhance access to affordable, high-quality care for the community. She enjoys developing and growing her team to achieve their highest potential.

Mary Kargbo

Mary Kargbo joined the Berks Community Health Center FQHC on October 1, 2012. Mary has 39 years of experience in health care, most as a senior hospital executive. She has an extensive experience working with underserved and uninsured populations. As Chief Operating Officer at Medina Memorial Health Care System, she worked with the local rural health center to provide care to the uninsured. This included partnering with them for community events and education through the hospital’s outreach program. She also worked with the incoming Amish population to do the same. Following 18 years with this $32 million organization, she moved to Sheehan Memorial Hospital, an inner city hospital, to serve as President/CEO serving mostly the uninsured and underinsured of the city of Buffalo. There she collaborated with many organizations, third party payers, and agencies to provide outreach services and education to the population. Mary has served on a number of not-for-profit boards over the past 21 years. She has been recognized and awarded as a community leader several times.

Craig Ulmer, BSMIS

Craig Ulmer was appointed as the Chief Executive Officer of Community Health Net (CHN) in 2018. Mr. Ulmer has been employed with Community Health Net since 1992. He has a bachelor’s degree in management information systems from Penn State University. Mr. Ulmer has performed various tasks within the organization prior to his role of CEO. He has served in the position of CIO and COO, programmer/analyst, systems analyst, data analyst, database administrator, team leader, project manager, consultant, and MIS manager. He oversaw Community Health Net’s Technology and Communications Departments as well as security systems. He also has clinical expertise that he brings to the organization and utilizes daily. His experience and knowledge of CHN is truly a valuable asset. Mr. Ulmer has been instrumental towards establishing, renewing and building collaborations with various organizations within the community that share the same vision of “Transforming Community Health in the Lake Erie Region.” He has established a solid team who have set a firm foundation on which to move forward in a positive, progressive and transformative motion so we can offer and provide our patients with quality medical, dental and vision care as well recently adding behavioral health services and substance use disorder services. Mr. Ulmer has been instrumental in carrying out the Mission of CHN, “To improve the quality of life in our region by providing professional healthcare services with compassion, respect and dignity to all.”

Veronica Hill-Milbourne

Veronica Hill-Milbourne has over 35 years of healthcare leadership experience, specifically focused on home and community-based programs and services. She is passionate about increasing access to quality care for underserved and marginalized populations and has devoted her career to addressing health equity issues in communities of color. Prior to her tenure at Spectrum Health Services, Inc. , Ms. Hill-Milbourne held numerous executive leadership positions, including CEO of Pathways of PA. She also served as SVP for Medical Services at the Health Transformation Alliance in Wash., DC; VP of Clinical Programs for Health Partners Plans; Chief Compliance and Community Development Officer for Inglis Foundation; Chief Compliance Officer & VP of Quality & Risk Management for the Visiting Nurses Assn. of Greater Phila.; and Director of Strategic Support and Business Operation for Independence Blue Cross. Her experience as a Provider and Payor allows her to have a unique perspective on the healthcare delivery system. Ms. Hill-Milbourne served as Councilwoman in Horsham, PA from 2017-2021.
Ms. Hill-Milbourne earned her Juris Doctorate from Temple Univ. School of Law, MS degree in Health Education from St. Joseph’s Univ. and BS in Nursing from Villanova Univ. She serves on multiple boards including Addus Homecare, Board Chair of Visitors for Temple Univ., College of Public Health, The Health Federation of Phila. and the Delaware Valley Chapter of the Links, Inc.
Ms. Hill-Milbourne has been married to her husband for 37 years and they have two daughters.
Cheri Rinehart

Cheri Rinehart provides strategic direction to the Pennsylvania Association of Community Health Centers (PACHC) in representing the more than 300 federally qualified health center (FQHC), RHC and like mission provider sites across the commonwealth and the more than 800,000 people who count on them for care. Prior to joining PACHC, she served as vice president of The Hospital & Healthsystem Association of Pennsylvania. She is an RN and licensed NHA. She was one of 20 nurses selected nationwide annually as an RWJ Executive Nurse Fellow, is a graduate of the RULE Leadership Program at Penn State and is a summa cum laude graduate of Bloomsburg University. Cheri serves on the boards of the National Association of Community Health Centers, Central Penn College and the American Trauma Society, and on the national FQHC advisory boards of UnitedHealthcare and AmeriHealth Caritas. A long-standing organ and tissue donation advocate, she is a gubernatorial appointee on the PA Organ Donation Advisory Committee, which she chaired for two terms. She is a recipient of the PA Rural Health Leader of the Year award, the American College of Emergency Physicians Outstanding Contribution to Emergency Medicine award, and other recognitions.
